Originally, intended to assist disadvantaged household’s secure permanent housing, the Housing Establishment Fund (HEF) is increasingly used to assist people experiencing homeessness into temporary accommodation.

Despite an investment of over $12m p.a in HEF by the Victorian Government, it is unclear whether the way HEF is used has shifted, if so, why, and, whether it is an effective response for those who use it to secure permanent accommodation, as well as those who use it for emergency assistance.
